2000 Stang thermactor pump

I'm really going in circles on this one.
This is on a V6 auto. The service engine light came on, me being a techno junky I researched and got a code reader from http://www.ghg.net/dharrison/obdscan.html and read the codes. It was a secondary air system something or other that was failing. Being clueless at this point I took it to a dealer, they said the thermactor pump was bad and wanted $600 to replace it, I said no thanks. After some more research that led me no where, I was changing the oil one day and while looking around for possible problems from underneath when I saw a very "thermactor" looking pump stuffed up in the right front wheel well. I took it off and apart to find that it was full of water. I thought it nice that Ford encapsulated an upside down electric motor in a leak-proof rubber bucket, just to be sure to hold any water that might drip down from the top of the engine that is about 3 feet higher than the thermaculator motor.
After cleaning the pump up I determined that the motor is damaged beyond repair. It would seem that the only place to get a replacement of one of these is through a dealer, which brings me right back to square 1....I'm having a hard time shelling out 2 car payments for something that this car doesnt really even need (MI, we don't have emissions testing).
Oh, I tried the warrenty route, no dice, not covered.
My questions are:
1) Where did all the water come from, and can it be prevented when I get a new pump?
2) Any tips on where to find one of these pumps for a reasonable price?

Im not sure you would want to go this route but have you looked into salvage yards? This is by far the worst place to get electronic parts but sometimes you can get lucky. Some of these places will allow returns if they have your part but make sure you ask first before shelling out any cash. Get it in writting.
